With reference to Mr. J.H. Thomas's despatch
No. 36 of 23rd January, 1936, conveying His Majesty's
approval of the re-appointment of Mr. Chau Tsun-nin,
C.B.E., to be an Unofficial Member of the Legislative Council for a further period of four years, I have the honour to inform you that Mr. Chau's term will expire on
2nd December, 1939.

I see no reason for recommending in this case a
departure from the rule that members of Legislative
Council are not re-appointed for a third successive term.
I have the honour to recommend, therefore, for
the signification of His Majesty's pleasure, that Mr. William Ngartse Thomas Tam be appointed a member of the
Legislative Council in place of Mr. Chau Tsun-nin for a
period of four years with effect from 3rd December, 1939.
Mr. Tam was temporarily a member of Legislative Council
from 17th March, 1939, as reported in my despatch No. 220
2 of
of 21st March, 1939, until 7th July, 1939, when he was
granted leave of absence from the Colony. He is now
reported to be on his way back to Hong Kong.
